Hongkong covering a copy of a private letter from their Swatow office to their Shanghai office, also copies of letters addressed to the Japanese Consul at Swatow, and to the Osaka Shosen Kaisba, Japan, having refer and e to what would appear to my Committee to be an attempt at Gunrunning in Swatow,
My Committee that the matter has already been taken up with Peking by H. B? Consul at Swatow, and it is known that the Commercial Secretary of Legation at Hongkong has unofficially addressed Peking on the subject, n<-vertheless, in view of the close proximity of Swatow to this Colony, it is thought that His Excell ency should be put in possession of the fullest poss- ible information on the subject.
